Status of Cawthorne Parish Council
The Council is often asked what it actually is. This short summary hopes to answer that question. Cawthorne Parish Council is a local council established by statute law. It is a first tier council whereas District Councils such as Barnsley Metropolitan Borough Council are the next tier up and are know as Principal Authorities. The Parish Council has the power to raise a local tax annually, known as a precept, the funds thus raised to be used for the betterment of the Parish of Cawthorne. The Parish Council is neither part of, nor a filter for, BMBC; both Councils having different powers and responsibilities. The Parish Council is also a separate and distinct Council from the Parochial Church Council, which is an internal Church of England council – a distinction which has been blurred in the minds of many by the ‘Vicar of Dibley’ television series!
Annual Meeting of the Parish Council
The Annual Meeting of the Parish Council was held on the 7th May 2009. All Parish Councillors, several parishioners, Councillor John Wilson, Ward Councillor, BMBC, and a member of the press attended. At that meeting Councillor Margaret Broadhead was elected as Chairman for the forthcoming year and Councillor Garrie Eyley elected Vice-Chairman. Councillors were appointed to committees as follows:
Budget and Finance Committee: Councillors Asquith, Broadhead, Eyley and Walker.
Planning Committee: Councillors Asquith, Barr, Kilner and Pogorzelec.
Footpaths and Environment Committee: Councillors Asquith, Barr, Eyley, Ellis, Kilner and Walker. Co-optees: Mr. P. Buckley and Mr. L. Herbert.
Recreation Ground Trust Nominee: Councillor Barr.
Village Hall Committee Nominee: Councillor Walker.
Penistone Road Safety Committee Nominees: Councillors Barr and Ellis.
Mr. T. F. Matthewman was re-appointed Internal Auditor to the Council. Mr. Matthewman is not a Councillor, and is independent of the Council in his role as Internal Auditor.
Control of pet dogs
The Council has received a complaint of pet dogs not being kept on leads and chasing hens at Cliffe Hill. Dog owners are respectfully requested to keep their dogs on leads when walking them in public places.
Parish Council Grants
There are still some funds available for small grants to bona fide organisations. Please apply in writing to the Parish Clerk.
Parish Council Meetings and Public Question Session
The following procedure to enable parishioners to address the Council is still in force.
Councillors and the Clerk attend at 7.30 pm; members of the public who are in attendance are allowed to ask questions of the Council, on any matter, from 7.30 pm to 7.40 pm; at 7.40 pm the formal meeting of the Council commences. Members of the public are not permitted to participate in the formal meeting unless they have complied with the requirements previously advertised. This procedure also applies to Council Committee Meetings, although timings will normally be half an hour earlier.
Next Meeting of the Parish Council
The next meeting of the Parish Council will be held on Thursday 4th JUNE 2009, at 7.40 pm, in the Moxon Room, Village Hall. All parishioners are welcome, and are encouraged to attend at 7.30 pm.
