News: Annual Parish Meeting

MINUTES OF THE ANNUAL PARISH MEETING OF CAWTHORNE PARISH, HELD IN THE MOXON ROOM, CAWTHORNE VILLAGE HALL, ON THURSDAY 3rd APRIL 2008, AT 7.30 PM.                                                                                                                                                                                                                                                                                                                                                                                                                                 
 
Present: 

Cawthorne Parish Council: Councillor Mrs. M. J. Broadhead, Vice Chairman of Cawthorne Parish Council, Chairman of the Annual Parish Meeting; all the other Councillors with the exception of Cllrs. E. C. Ellis, G. O. Eyley and D. C. Hindley (business commitments).

Clerk to the Council: Mr. F. Johnston, LL. B. (Hons), Barrister-at-Law, MIoD, MILCM, Clerk to the Council, was appointed Clerk for the purposes of the meeting.

Parishioners: Eighteen.

In attendance: Barnsley Metropolitan Borough Council: Councillors Mr. R. Barnard, Mr. P. Hand-Davis.

 
 

Minute No. 1             Minutes of the Parish Meeting held on the 5th April 2007

Minute No. 2             Reports
  1. Councillor Broadhead delivered a Chairman’s report on behalf of Cllr. D. C. Hindley, Chairman of the Parish Council.
  2. Councillor Walker delivered a Footpaths and Environment Committee report.
  3. Councillor Barr reported on the Recreation Ground Trust.
  4. Councillor Asquith reported on the Yorkshire in Bloom competition.
  5. The Clerk reported on finances.

 Minute No. 3             Other Business

  1. Cllr Broadhead introduced Councillors Barnard and Hand-Davis to the meeting.
  2. A parishioner raised two road safety issues, viz (a) problems at the junction of Tivydale and Tivydale Close due to inconsiderate and irresponsible parking by motorists; (b) poor state of roads throughout the parish, but in particular that of Darton Road, where the edge of the carriageway is disintegrating, in addition to potholes along the length of the road.
  3. A parishioner raised the issue of the recent planning approval for the erection of a wooden hut at the Cawthorne Children’s Centre. Strong concerns were raised by parishioners as a whole. The Clerk summarised the position; explained the planning process; gave general legal advice on the situation (in his position as Clerk) ; and agreed to write to the Chairman of the Planning Regulatory Board on behalf of both the Parish Meeting and the Parish Council. Councillor Hand-Davis, a member of the Planning Regulatory Board confirmed the Clerk’s synopsis, and added to it.
  4. Two parishioners raised concerns about the number of trees in the village which have been either cut down, or lopped back to unacceptable height, in the recent past, in particular the tree works in the church graveyard which would seem to have gone further than agreed planning approval.

There being no other business, the Chairman thanked all for attending, and closed the meeting at 9.00 pm.
